Jordan started his EMS career in 2003 as an EMT-B working on an ambulance and special events while at Texas A&M. Jordan graduated in 2005 with a bachelor’s degree in business administration. After graduation, Jordan became a full-time Paramedic for St. Joseph EMS covering Burleson County 911, Grimes County 911, and transfers within the St. Joseph system.
Jordan spent the next 13 years of his career at Montgomery County Hospital District working as a paramedic, Logistics Manager, and Assistant Chief – Clinical. As Assistant Chief – Clinical, Jordan was integral in countless projects including the implementation of new protocols, medications, equipment, software, training opportunities, and CAAS Accreditation.
In March 2020, unaware of the pending COVID-19 Pandemic, Jordan moved his family to the Dallas-Fort Worth Metroplex and started his role as CEO for Sterling EMS. At the time, Sterling had a call volume of 5000 transports/year providing ALS transports from standalone Emergency Departments to larger hospitals. While at Sterling, Jordan navigated the pandemic, expanded the service into the San Antonio market, more than doubled the call volume, and increased profits.
Jordan was then recruited to be on the initial management team of Harris County ESD11 and moved back to the Houston area. While at ESD11, Jordan worked as the Clinical Practice Manager tasked with creating and tracking clinical performance. He was soon promoted Chief Quality Officer and received his Master of Business Administration from Texas A&M Corpus Christi.
In June of 2025, Jordan was announced as the Chief Executive Officer. As CEO, Jordan is committed to improving the quality of care, improving the patient experience, reducing costs, while providing the best work environment possible for EMS providers.
Jordan is board certified through the International Board of Specialty Certification as a Critical Care Paramedic (CCP-C) and has completed the Critical Care Emergency Medical Transport Program provided by the University of Maryland, Baltimore County (CCEMTP). Additionally, Jordan is a Fellow of the American College of Paramedic Executives (FACPE).
In his spare time Jordan enjoys camping and sailing with his family and he regularly volunteers with the Montgomery County chapter of Sleep in Heavenly Peace, a group that builds and delivers beds for children in need.

Katie Conn began her public service career as an Assistant District Attorney in Pennsylvania, prosecuting criminal cases before moving into Compliance for a major oil and gas company. To continue her passion for public service, she volunteered as a Firefighter in Pennsylvania and obtained her EMT certification. Following a move to Texas, she began volunteering with Jersey Village Fire Department and obtained her Licensed Paramedic certification while working full-time in Environmental Compliance. Throughout the COVID-19 pandemic, she worked full-time as a Paramedic with Harris County Emergency Corps.
In June 2021, she was hired as Compliance Officer with Harris County ESD 11 to build the compliance program from the ground up. She also worked to improve the safety program and institute an active Safety Committee. Combining her compliance and EMS background, Katie is now the Chief Compliance Officer with Harris County ESD 11. Katie graduated summa cum laude with a Bachelor of Science Degree in Civil Engineering and also obtained her Juris Doctorate degree. During law school, she acted as Articles Editor for the Environmental Law Journal. She is currently a Licensed Paramedic in Texas and a Licensed Attorney in Pennsylvania and Texas.
Outside of work, Katie enjoys the outdoors and spending time with her family. She is an avid runner and a quilter, and most recently made quilt blocks for donation to Guadalupe River Floods Quilt Drive. She is a member of Jersey Village Firefighters Association and is a past board member of the Hermitage Municipal Authority.
