Harris County ESD 11 Mobile Healthcare Awarded American Heart Association Mission: Lifeline® EMS: Gold Achievement Award for Dedication to Ensuring Access to Best Practices and Life-Saving Care

Spring, Tx. April 28, 2026: The American Heart Association is recognizing Harris County ESD 11 for this award due to a commitment to offering rapid and research-based care to people experiencing the most severe form of heart attacks and strokes, ultimately saving lives.

“This is the third year we have been awarded Mission: Lifeline at the gold level from The American Heart Association and we couldn’t be prouder,” says Harris County ESD 11 CEO Jordan Anderson.  “This acknowledgement of our deep commitment to the community means so much to our organization, not just the medics but the folks behind the scenes as well.  From our logistics employees who clean and stock the trucks, to our communications specialists who make sure ambulances are where they need to be to save lives.  We have a wonderful team here and we are so proud they are all being honored this way.”

Mission: Lifeline EMS® is the American Heart Association’s national initiative to advance the system of care for patients with high-risk, time-sensitive disease states, such as severe heart attacks and strokes. The program helps reduce barriers to prompt treatment — starting from when 911 is called, to EMS transport and continuing through hospital treatment and discharge. Optimal care for heart attack and stroke patients takes coordination between the individual prehospital providers and health care systems. The Mission: Lifeline EMS® achievement award focuses on agencies’ on-scene care, bringing to the forefront the collaboration and contributions to patient care for prehospital providers.

Harris County ESD 11 Mobile Healthcare Adds New 24-Hour Station to the Community 

Spring, Tx. January 20, 2026: Harris County ESD 11 (HCESD 11) has opened another new station in the state’s largest ambulance-only ESD in Texas to better serve the community. Station 601 is located at 8639 Fallbrook Drive in Houston in partnership with Cypress Creek Fire Department. 

“This is the third new 24-hour station we have added in the first month of 2026.  This means faster response times for our community and better coverage,” says Chief Executive Officer Jordan Anderson. “We have partnered with Cypress Creek Fire in Station 601 to strategically position our crews to provide the best and fastest care possible to those we serve in Northwest Harris County.”  

Station 601 joins recently opened stations 602 located at 2900 Cypresswood Drive in Spring and Station 603 at 22310 Springwoods Village Parkway which is also in Spring.   HCESD 11 now has 15 24-hour stations serving our community in addition to the ambulances deployed 24-hours a day from our main campus in Spring.

Harris County ESD 11 Mobile Healthcare Medical Director Dr Jay Kovar Explains:  What Dangerous Fumes in the Home Should I Know About?

Spring, TX September 4, 2025: We are officially in the peak of hurricane season and living as close as we do to the Gulf means many of us have generators waiting for that first power outage to be fired up.  But how many of us can say we understand and can protect ourselves from the dangerous Carbon Monoxide gas they produce?

This month Harris County ESD 11 Mobile Healthcare Medical Director Dr. Jay Kovar has been inundated with questions from community members about how they can protect themselves not only from generator and vehicle-producing Carbon Monoxide gas, but also other life-threatening fumes that can occur in the home.

In addition to great information about proper generator usage, Dr. Kovar enlisted the help of Cypress Creek Fire Chief Lance Wilson to talk about the kinds of calls Cypress Creek receives about dangerous fumes during house fires and how best to protect ourselves ahead of time.

“When it comes to a house fire one of the most important things is time when it comes to getting out of the house,” says Chief Wilson.  “People need to understand the crucial need for smoke detectors because that is what is going to give you those precious minutes to get out of the house quickly.  Once you are out of your house, stay out.  Injuries and death often occur more from smoke inhalation than from burns. Construction materials are made up of dangerous chemicals that once they are burning release formaldehyde, Hydrogen Sulfide and other toxic gases that can easily overtake a person’s respiratory system, leaving them unable to save themselves.”

Dr. Kovar also addresses the dangerous gases that can occur when mixing different cleaning products. This extra-special Hey Dr. K is packed with crucial information everyone needs to hear to protect themselves and their families at home.

Harris County ESD 11 Mobile Healthcare Teams Up With Cody Stephens Foundation to Provide Free EKG Screens for Student Athletes

Houston, Tx. August 18, 2025: Over 400 Harris County students heading back to school and athletics this month will do so with a much better understanding of their heart health thanks to the efforts of the Cody Stephens Foundation.   Harris County ESD 11, the University of Houston Andy and Barbara Gessner College of Nursing students, and the Lone Star Cy-Fair and Montgomery paramedic students teamed up to host a free heart screen at the Harris County ESD 11 campus Sunday, August 17.

Karla Munoz brought her three daughters to the event. 

“I’ve been to doctor’s visits, I’ve been to physicals, they don’t really go into much like they are doing here. My kids really need this and I’m so grateful they were able to get their heart checked here.”

KPRC-TV’s Bill Spencer is a huge supporter of early-detection EKG screens for student athletes and works tirelessly promoting the importance of the event all year long.

About the Cody Stephens Foundation:

Cody Stephens was a 6’9″, 289-pound athlete with dreams as big as his heart — literally. A beloved son, teammate, and friend, Cody had committed to play college football when tragedy struck. In May 2012, Cody fell asleep in his father’s recliner and never woke up, the victim of an undetected heart condition.

His passing left a hole in his family and community, but it also ignited a mission.
Today, Cody’s legacy lives on through heart screenings, education, and legislation that give other young athletes a second chance. The mission of our foundation is to partner with schools to implement heart screening programs with electrocardiogram as a part of pre-participation physicals, and raise awareness that Sudden Cardiac Arrest is preventable.

ESD 11 names Tony Farmer as the new Chief Financial Officer

Spring, TX – Tony comes to ESD 11 with 24 years of healthcare experience. He started his healthcare journey in finance at M.D. Anderson in Houston, TX, as an Accounting Manager. He then moved to ETMC Regional Health Care System in Tyler, Texas. He became the Division Chief Financial Officer responsible for all ambulance division financial reporting and budgeting for a multi-state ambulance operation with $350 million in gross revenue. Paramedics Logistics Operations Company acquired ​the out-of-state operations of the ETMC ambulance division, and Tony was named the Corporate Controller. After three years with Paramedic Logistics Operating company, the organization moved its corporate office to ​Atlanta, GA. Tony accepted a role at the East Texas Food Bank as their CFO, where he has served since July 2021 after many years in the healthcare industry.

Tony and his wife, Joni, were looking to move to the Houston area to spend time with ​their son, daughter-in-law, and first grandchild. Tony has been active in his community serving on the Tyler Junior College Business Program Advisory Committee and a past board member of the Texas EMS Alliance, the East Texas Symphony Orchestra Association, and the Tyler ISD Title 1 Advisory Committee. He is an alumnus of Leadership Tyler Class 23.   He and his family have attended Green Acres Baptist Church, where he recently served as chair of the Finance Committee.

Tony holds a Bachelor’s in Business Administration in Accounting from Baylor University and is a Texas Certified Public Accountant.
