Decades of Experience in Emergency Medicine

A native Texan, Dr. Kovar has over 30 years of experience in emergency medicine. He completed his training at Henry Ford Hospital in Detroit and has served across leading hospitals in Greater Houston since 1992.

Guiding Life-Saving Teams and Training Programs

Dr. Kovar has been an EMS Medical Director since 1998, guiding services like Montgomery County Hospital District and PHI Air Medical. He also directs EMS education programs at Lone Star CyFair and Montgomery.

In a traumatic event when blood is lost at a rapid rate, chances of survival and recovery improve greatly with the immediate administration of blood products in the field. In this month’s Hey Dr. K! Harris County ESD 11 Mobile Healthcare Medical Director Dr. Jay Kovar explains the importance of ESD 11’s new plasma program.

“Our emergency pre-hospital care now includes the administration of plasma for traumatic calls,” says Dr. Kovar. “This precious resource will save thousands of lives. Supervisor vehicles carry two units of liquid plasma in specialized coolers. Our goal is to respond to a call with a need for plasma within 15 minutes.”

This month on our continuing Hey Dr. K video series Harris County ESD 11 Mobile Healthcare Medical Director Dr. Jay Kovar is asked by Cynthia Williams, CTE Director for Spring Independent School District what the signs and symptoms are that indicate chest pain is serious enough for a call to 911.

“When your organs are undergoing problems sometimes it’s hard to identify exactly what’s is wrong, particularly in the chest area,” says Dr. Kovar.  “Identifying the vague discomfort, nausea, or shortness of breath its s race against time to get all of those factors corrected.”

Spring, TX January 22, 2026: The holidays are over and no matter how joyful or stressful they were, chances are, January has you feeling down in the dumps.  But don’t worry, Harris County ESD 11 Mobile Healthcare Medical Director Dr. Jay Kovar says you are not alone.

“We see an increased number of emergency mental health calls in the late winter months.  The cause can be a combination of post-holiday let down, shorter days of sunshine and financial stress, there is even a name for it, Seasonal Affective Disorder or SAD.  But it’s important to know emergency resources are available free of charge thanks to the HART Team,” says Dr. Kovar.

“In this month’s Hey Dr. K we introduce you to the Holistic Assistance Response Team.  (HART) is a Harris County program created to dispatch 911 directly and other calls to interdisciplinary unarmed, first responder teams that are trained in behavioral health and on-scene medical assistance. The HART program aims to improve community health and safety by quickly providing the appropriate response to community members experiencing homelessness, behavioral health issues, or non-emergency health or social welfare concerns, and to reduce unnecessary law enforcement or hospital-based interventions for non-emergent 911 calls.”

Thanksgiving is a busy time for emergency rooms, with some sources reporting an estimated 36,000 visits on Thanksgiving Day in one year. Statistics and doctor estimates suggest ER visits can spike by 5-12% during the holiday period, due to issues like food poisoning, alcohol-related incidents, burns, cuts, and an increase in other seasonal illnesses like the flu.

Harris County Medical Director Dr. Jay Kovar explains in this month’s “Hey Dr. K” video series how to avoid the common problems he sees in ERs during the holidays for people and their pets.

“This month we partnered with Cypress Creek Fire Department to address not just the common food borne illnesses and cuts we see in the ER every year but also the burn-related injuries caused by the increasing popularity of frying turkeys,” says Dr. Kovar.  “We also address common gastrointestinal poisoning veterinary ERs see from people who feed pets from the table. Spring, TX October 6, 2025: Every second counts when lives are on the line. This month in our Hey Dr. K video series, Dr. Jay Kovar, Medical Director for Harris County ESD 11, breaks down Texas laws about how and when to yield to ambulances.

Learn what Texas law says about yielding to emergency vehicles, when to pull over and when to stop, and learn the common mistakes drivers make and how to avoid them.

“Yielding properly to ambulances traveling with lights and sirens can save lives,” says Dr. Kovar. “According to Texas Transportation Code § 545.156, failure to yield can result in serious fines, penalties, and delays in emergency response. Don’t be part of the problem, be part of the solution and learn exactly what to do when lights and sirens are behind you.”

Spring, TX September 4, 2025: We are officially in the peak of hurricane season and living as close as we do to the Gulf means many of us have generators waiting for that first power outage to be fired up. But how many of us can say we understand and can protect ourselves from the dangerous Carbon Monoxide gas they produce?

This month Harris County ESD 11 Mobile Healthcare Medical Director Dr. Jay Kovar has been inundated with questions from community members about how they can protect themselves not only from generator and vehicle-producing Carbon Monoxide gas, but also other life-threatening fumes that can occur in the home.

In addition to great information about proper generator usage, Dr. Kovar enlisted the help of Cypress Creek Fire Chief Lance Wilson to talk about the kinds of calls Cypress Creek receives about dangerous fumes during house fires and how best to protect ourselves ahead of time.

“When it comes to a house fire one of the most important things is time when it comes to getting out of the house,” says Chief Wilson.  “People need to understand the crucial need for smoke detectors because that is what is going to give you those precious minutes to get out of the house quickly. Once you are out of your house, stay out. Injuries and death often occur more from smoke inhalation than from burns. Construction materials are made up of dangerous chemicals that once they are burning release formaldehyde, Hydrogen Sulfide and other toxic gases that can easily overtake a person’s respiratory system, leaving them unable to save themselves.”

Dr. Kovar also addresses the dangerous gases that can occur when mixing different cleaning products. This extra-special Hey Dr. K is packed with crucial information everyone needs to hear to protect themselves and their families at home.

Spring, TX August 1, 2025: Harris County ESD 11 Mobile Healthcare Medical Director Dr. Jay Kovar explains in Harris County ESD 11’s monthly video series, “Hey Dr. K”, what kinds of burns are considered an emergency and how to treat the minor ones.

“There are almost half a million reported burns a year, and the most common place for them to happen is inside your own home, particularly the kitchen,” says Dr. Kovar. “Skin damage starts at 107 degrees, the human body perceives pain at 117 degrees, and we make coffee at 200 degrees, leading to coffee being a major culprit in household burns. Burns can happen outside as well from motor vehicle side pipes, exhaust, and the sun.”

Dr. Kovar explains how to treat your first and second-degree burns and when to call 911 for an emergency assessment.

“Hey Dr. K” – How Can I Treat a Burn and When Should I Call 911?
Spring, TX July 1, 2025: Summer is officially here, and the heat is upon us. Acclimating to our uniquely hot and humid temperatures can be particularly challenging for the very young, old, and medically vulnerable. But hot weather can also sneak up on relatively healthy adults as well, leading to conditions as benign as swollen feet and heat rash, to as deadly as heat stroke.

This month, Harris County ESD 11 Mobile Healthcare Medical Director Dr. Jay Kovar is asked by teens participating in a summer lunch and learn program what they need to know about heat-related illnesses and how to protect themselves this summer.

“There are about 7,000 emergency visits a year due to heat-related illness and about 700 deaths. Texas, California, and Arizona lead the nation in the number of incidents,” says Dr. Kovar. 

“People on medications for heart problems, diuretics, and mental health may also be particularly vulnerable to the summer heat. Your body takes about two weeks through a hormonal process to get you ready for the summer temperatures, so take it easy on yourself when you go outside. Wear loose clothing, hydrate, and when you feel dizzy or nauseous, immediately find a cool indoor space to retreat to. It is a myth that you should gradually return to air-conditioned spaces after working in the heat. The best course of action if you get overheated is to immediately cool your body temperature down through any means available.”

Dr. Kovar also addresses the progression of heat injury, muscle weakness and spasms, cramping, and lightheadedness are all indicators that your body’s core temperature is reaching dangerous levels. It is a very short window from heat exhaustion to heat stroke. Know the signs and know what to do to protect yourself.

Spring, TX May 27, 2025:  It’s officially summer, the kids are out of school and looking for things to do. One of the most popular activities on hot sunny days is to go exploring in the woods, neighborhood walkways and bodies of water. This is unfortunately also a popular place for snakes to take refuge from brutal Texas heat.

This month Harris County ESD 11 Mobile Healthcare Medical Director Dr. Jay Kovar is asked by Spring resident and business owner Joe Morris what parents need to know about the kinds of snakes they can encounter in Southeast Texas, how to avoid them and what to do if you or someone close to you experiences a venomous bite.

“Summer snakebites are not uncommon calls for us here at Harris County ESD 11 EMS,” says Dr. Kovar.  “I am joined this month by preeminent snake specialist Dr. Spencer Greene, himself an emergency director of toxicology at HCA Houston Healthcare – Kingwood. Dr. Greene explains the kinds of snakes to look out for in our area, how to stay safe from bites and what to do if you do experience a snake bite.”
