In our continuing efforts to provide a transparent picture of Harris County Emergency Services District No. 11 (District), the following information is available for our taxpayers to be more informed about how their tax dollars are working for them.

Open Books, Public Trust
By opening our books to the public, taxpayers can see how District funds are spent. This information is provided in accordance with the local government transparency standards encouraged by the Texas Comptroller of Public Accounts.
Where Our Funding Comes From
The District derives revenue from two sources: patient billing and property taxes. We do not receive support through sales taxes.

There were 275 total full-time equivalent positions for all personnel in the most recently completed fiscal year.

Monthly Financial Reports
The District reports the results of its monthly operations to the Board of Commissioners. Each report includes at a minimum four (4) key components of our activities:
- Net revenue from patient services
- Property tax revenue
- Overall Wages & benefits expenses
- Overall Wages & benefits expenses
We compare these to the budget for the period, investigate any significant differences, and report on the causes. We also report on any significant differences in other components of our activities as necessary.
We also identified five (5) key components of our balance sheet and report on the changes from the same period in the prior year to identify year over year differences.
