Harris County Emergency Services District No. 11 (the District) is dedicated to maintaining transparency and accountability in all aspects of our operations. We are committed to providing the public with access to information about our governance and decision-making processes. Board of Commissioners
The District is governed by a five-member Board of Commissioners, who are elected by the public to oversee the District’s operations and ensure we meet the needs of the community.

The current board members are:

Kofi Barkoh, Treasurer/Assistant Secretary
George Peckham, Assistant Treasurer

Meeting Schedule
The Board of Commissioners holds 12 scheduled regular meetings each year. Meetings are held on the 4th Tuesday of each month at 5:00 PM at the District’s Administrative Office, located at 18334 Stuebner Airline Road in Spring, Texas.

Board Election Process
Board members are elected by the public. This process ensures that the community has a direct voice in selecting the individuals who oversee the District’s operations.

Meeting Recordings and Accessibility
To ensure transparency, all board meetings are recorded and made available to the public. Recordings are posted to the District’s website within 72 hours (three business days) after the meeting concludes. These recordings remain accessible to the public for a minimum of 365 days.
