Harris County ESD’s 11 Mobile Healthcare’s Harry Fair Named as GIS Professional of the Year by TXAPCO

Spring, TX April 3, 2025: The Texas Chapter of the Association of Public-Safety Communications Officials International (TXAPCO) has named Harry Fair as the Geographic Information Systems (GIS) professional of the year.  

The TXAPCO GIS award is given to an emergency communications professional who performs exceptional service in support of radio communications and leads GIS projects. 

“Harry Fair has been the cornerstone of ESD 11 since May of 2021 and was hugely instrumental in building our ambulance service from scratch,” says Juan Rodriguez, Harris County ESD 11 Communications Manager.  “While Harry’s job description incorporates many IT hats, he also has vast industry experience from being a field provider to a communications supervisor, always lending his expertise to many ongoing projects and always doing it with a smile.”

Rodriguez explains that in addition to Harry Fair’s technical skills, he also excels as a leader and mentor within the GIS community. Fair has actively supported the professional growth of his colleagues by attending industry conferences and always staying up-to-date with changing trends.  Harry Fair is known to consistently and selflessly assist any GIS or IT professional within the public safety space.
